REFORMING THE SYSTEM OF PUBLIC AUTHORITIES IMPLEMENTING INNOVATION POLICY

Abstract

The article is dedicated to the study of government authorities within Ukraine’s national innovation system, their functions, and interactions that influence the development of innovative activities. The research employs methods of data analysis and synthesis, as well as a systematic approach to examining the powers of government authorities in the field of innovation.The article analyzes the existing system of government bodies that implement policies in the field of innovation. These include the Ministry of Digital Transformation of Ukraine, the Ministry of Economy of Ukraine, the Ministry of Education and Science of Ukraine, and the Ministry for Strategic Industries of Ukraine.Particular attention should be paid to auxiliary institutions that ensure the functioning of the innovation sector, such as the Innovation Development Council and the State Innovative Financial and Credit Institution.A separate focus is given to the scientific approach regarding the feasibility of transferring innovation-related powers to another central executive authority. Additionally, based on the analysis of scientific research, the article explores the feasibility of establishing a specialized body in the field of innovation that would assume all relevant powers from other central executive authorities.The author concludes that transferring innovation-related powers to another central executive body will not change the current situation. However, the creation of a separate specialized body is a necessary component of the proper development of the national innovation system. Nevertheless, it is emphasized that management system reform should include only this component and must be accompanied by a clear delineation of powers within the existing structure.The findings of this study can be used in the process of reorganizing the management system to enhance the efficiency of governance in the innovation sector.
